Attorney general says Watkins, not commissioners, has authority to select outside attorney; judge must decide if conflict of interest exists

Texas Attorney General Greg Abbott’s office has issued an opinion this morning saying Dallas County commissioners do not have the authority to hire an attorney to represent the county in civil matters over the objection of Dallas district attorney Craig Watkins.
